Cossack soldiers on the Eastern Front. Russia had 14,648,000 troops available in January 1917, but incoming manpower was slackening and much of it was poor quality, while soldiers at the front were weary. The conscription of 400,000 civilians in Muslim Central Asia sparked riots in 1916, because Muslim citizens in Russia were beforehand exempt from the draft.

German police were issued m1 carbines. Although it was also a popular weapon when captured by Wehrmacht troops, he is not wearing a Wehrmacht uniform. If you look close you’ll see his sleeve and cap have postwar polizei insignia, not Wehrmacht (no eagle on his cap, no edelweiss).
