The German answer to the acute threat was the so-called "East Wall". By the end of 1944 about 1.5 million German civilians and prisoners had been drawn up to drive tanks and bunkers into the icy soils of the German east. Erich Koch, the fanatical Gauleiter of East Prussia, inspected a 'one-man bunker' in the autumn of 1944 , which were poured into the earth at the threatened border. An evacuation of the civilian population, which was still possible at this time, was strictly rejected by Koch. Those who left their homes were treated as traitors.
